Facilitates open and effective communication within and between the business, various IT teams, software vendors and external customers. Serves as the primary point of contact for interface between the business users and IT teams. Works closely with executives, users, peers, and other stakeholders to identify information requirements and formulates / defines systems' scope and objectives through research and fact-finding, combined with a thorough understanding of business processes. Provides project oversight to ensure that the business requirements and functional specifications of systems are being met by IT / software vendors. Works with IT / software vendors to ensure systems are built based on modern, standards-based computing architectures that will improve data for decision making, improve business processes, and support critical business strategies. Responsible for monitoring, maintaining, enhancing, securing and administering business applications and related back end systems. Serves as a back-up to Dir/Sr Dir when unavailable.
Organizes, prioritizes, coordinates, and administers the day-to-day activities and workload of the application development team when Dir/Sr Dir is out of the office.
Supports multiple work streams of elaboration (requirements gathering), development and production support concurrently.
Manages the business aspects of the application development lifecycle, including systems analysis and user acceptance testing.
Acts as Product owner for clinical system, defining requirements and delegated decision making authority in the absence of the Dir/Sr Dir.
Manages and coordinates the development of workflows, policies and procedures and user acceptance testing (UAT).
Reviews business requirements with business owners at the VP, Sr. Director and / or Director level.
Provides project oversight and administration to ensure that the delivery of information systems solutions meets or exceeds the expected business requirements.
Based on clinical systems implementation experience makes recommendations to business owners as to software development direction, improvement in business processes and identified areas of potential efficiencies.
Monitors and reports to IT, business, and customer management the status and progress of user acceptance testing efforts, anticipating and identifying issues that could inhibit achieving the project goals and objectives, and implementing corrective actions and mitigation strategies.
Ensures that all provided technology services and solutions meet business needs for reliability and performance.
Supports production systems to resolve problems and to seek timely follow-up on identified issues.
Manages the business requirements gathering and documentation efforts in support of systems enhancements and business objectives.
Reviews all project change requests in support of system enhancement requests to ensure project scope meets business needs.
Reviews all Policy and Procedure documents as well as step actions for applicable work streams.
Facilitates open and effective communication within and between the development team, the business, and external customers.
Fosters and maintains good working relationships with customers and colleagues to meet expected service levels.
Motivates, mentors, and leads the team to achieve high productivity, high quality, and best possible business support.
Responsible for writing annual employee performance reviews for team members.
Provides Review and Approval for all IT System Integration test cases and user acceptance testing plans to ensure proper testing is completed within applicable workstream.
Reviews and approves educational materials and assists with user education as needed.
After hours work and on-call availability may be required to support deployments or upgrades to production systems to avoid system downtime during business hours.

Additional Responsibilities:Candidate Education:
Required A Bachelor's Degree in Computer Science, business information systems or related field
Required or equivalent work experience
Required 6 years of experience in business analysis, project management and support involving multiple major systems/projects
Required 2 years of experience in demonstrated leadership of a high performance application support team in a matrix environment
Required Other Healthcare industry and managed care experience
