Develops strategies to meet or exceed compliant operations and expansion of long-term care services within the State.

Ensures production of operational reports and monitors the ongoing effectiveness of long-term care services in the State for continuous improvement.

Facilitates problem identification, solution development and initiative implementation to drive execution of services.

Essential Functions:

  • Manages products/services that interfaces across multiple functional areas, and to be the liaison between the plan, corporate, state, and other external constituents as needed to build relationships and deliver results.
  • Oversees the operational aspects of the product/service.
  • Assesses market dynamics, competitive position and operational performance, and performs strategic planning and annual forecasting activities for product/service.
  • Builds and enhances relationships with corporate, providers, members, and external partners in the community to support plan and company mission and create compliant opportunities for growth within the state.
  • Works closely with the Director, Regulatory Affairs and Compliance Liaison to ensure compliance within all areas of the product/service.
  • Evaluates sales, contracting, and operational processes for "best practice" development in all areas of the business.
  • Partners with all departments in the organizations, which include, but are not limited to: finance, provider relations, customer service, health services, utilization management, medicare sales, and community relations.
  • Performs other duties as assigned.
Additional Responsibilities:
  • Develops, manages and monitors production and execution of TV on behalf of the market. Consults with shared services marketing team to target direct mail, and drive the appropriate mix of other media as well as scripting and other opportunities.
  • Collaborates with the Director of Product Operations to ensure that all State regulatory material requirements are met.
  • Coordinates with shared services to report on supplemental vendor progress for the market.
  • Supports annual plan benefit design through competitor analysis.
  • Coordinates and consults on behalf of the market to ensure continuity of messaging to members will support the retention, satisfaction and HEDIS compliance.
  • Partners with the marketing team to ensure all prospect and sales collateral are appropriate to drive the sales volume and meet market sales goals.
  • Monitors and reports to the market key communications project initiatives from various departments. Creates a communication inventory for the market.
  • Ensures that all ad hoc or corrective communications contain appropriate information, talking points, and FAQs that are implemented appropriately in customer facing areas.
Candidate Education:
  • Required A Bachelor's Degree in business administration / related field or equivalent work experience
  • Preferred A Master's Degree in a related field or equivalent work experience
Candidate Experience:
  • Required 5 years of experience in demonstrated experience in strategic planning and development, product management, and financial management
  • Preferred Long-term care experience
  • Preferred Experience in health care or managed care environment
  • Required Experience working the state reporting, regulatory/government affairs
Candidate Skills:
  • Intermediate Ability to lead/manage others in a matrixed environment

Technical Skills:
  • Required - Intermediate proficiency in Microsoft Outlook, Word, Excel, and PowerPoint.
  • Required - Intermediate Quantitative analysis and financial modeling capabilities.
