The Database Administrator Lead provides technical leadership to the DBA team's effort to design, document, implement, monitor, secure, and support Oracle and MS SQL databases and database systems to meet the business requirements of the organization. The Incumbent works to maximize the performance, security, reliability, and availability of all production Oracle and MS SQL databases.

REPORTS TO: Sr Manager, Infrastructure Systems Engineering
Essential Functions:
  • Provides technical leadership and mentoring to DBA team members for areas of database administration activity
  • Designs, documents, implements, monitors, secures and supports Oracle and MS SQL relational database systems configurations for OLTP, OLAP, and star schema databases
  • Plans, manages and coordinates with the Change Control Board on all Oracle and MS SQL patch application on Oracle and MS SQL database servers
  • Creates, distributes, and enforces standards in cooperation with IT Security Controls for user account, group, and database security and configuration for all production databases and for non-production databases that may contain PHI or other sensitive data protected under HIPAA, Sarbanes Oxley, or other state or federal regulatory requirements
  • Designs, documents, implements, and monitors archive and other essential log file configuration, operation, and location
  • Designs, documents, implements, and monitors backup of critical database files to tape or other approved media, and other database protection or high availability solutions such as replication, mirroring, shadowing, or clustering
  • Monitors performance issues on all production and non-production databases (as applicable) implementing performance monitoring and trending on all production and applicable non-production databases with tools such as Stats Pack, Enterprise Manager, and appropriate third party OS and Oracle or MS SQL performance monitoring tools
  • Provides database design expertise in support of software projects and initiatives
  • Reviews, provides support and implements changes within databases to meet business needs following Change Control Board Methodologies
  • Design and implement proactive procedures, automated monitoring for identifying potential problems or issues.
  • Designs, documents, and implements performance enhancing hardware, OS, or database configuration changes to improve performance using performance data collected to verify performance improvements
  • Creates, documents, and implements standard, secure, high-performance configurations for all Oracle and MS SQL database installs
  • Assists development and reporting groups in optimizing SQL and PL/SQL code in applications, batch jobs, and reports and in designing and using databases and database applications and processes for maximum performance, security, reliability, and availability
  • Provides production and on-call support by scheduling DBA Resources for work hours and off duty hours
Scope of Decisions:
  • Position requires daily use of considerable discretion and judgment on technical design and configuration issues
  • Performance of complex administrative tasks controlled by policy and guided by past practice, technical expertise, best practice information, and/or consultation with peers and/or management
Education:
  • Bachelor's Degree from an accredited college or university in information systems or information technology or related field or equivalent experience
Experience:
  • Expert knowledge in Oracle database administration as demonstrated by no less than 10 years experience working as a senior Oracle Database Administrator
  • Understanding of database design for relational, OLAP, OLTP, and star schema databases as demonstrated through no less than 5 years of database design experience or equivalent college or Oracle approved training courses
  • Understanding of Oracle database security
  • Experience in and ability to demonstrate proficiency with tuning Oracle databases for performance, reliability, and availability
  • Understanding of and ability to demonstrate proficiency with Oracle database high availability and backup solutions
  • Experience in PL/SQL, Data Warehousing
  • Experience in the above areas with MS SQL in addition to Oracle
Certifications:
  • Oracle Certified Master or Professional 9i certifications, preferred
  • Oracle 7.3 or Oracle 8i Professional Certification
  • Microsoft DBA (SQL2000) certification or Oracle or Microsoft database development or design certifications, preferred
Knowledge, Skills, Abilities Required:
  • Must be able to document and diagram solutions using standard formats; documentation must be grammatically correct, factually accurate, and appropriate to the target audience
  • Must be able to effectively communicate verbally and in writing with other staff in order to manage projects and tasks as well as to promote teamwork, communication, and knowledge transfer
  • Must be able to communicate effectively verbally and in writing with non-technical staff and end-users for requirements gathering, testing, training, and outcome validation
  • Must be able to understand and follow verbal instructions and written polices and procedures to ensure adherence to standards and to instructions from management
  • Must be able to read, write, speak, and understand English in order to communicate with customers, staff, vendors, and management
Computer Skills:
  • Proficient with TOAD by Quest Software to access and manipulate Oracle data and database environments
  • Proficient with Word to create and review policies, procedures, forms, and templates and to create and review product and technology proposals, reports, and comparisons
  • Proficient with Excel to create and use forms and templates and to create and review product and technology proposals, reports, and comparisons
  • Proficient with PowerPoint to create and review product and technology presentations
  • Proficient with Outlook to use the e-mail, calendar, and task features and for e-mail support
  • Proficient with Project to create, update, and review personal and departmental project plans
Other:
  • Must be able to work as part of a team to facilitate team communication and to avoid errors and delays due to miscommunication
  • Must be able to work as part of a team to facilitate the completion of integrated, multi-area or multi-staff projects and tasks
Working Conditions:
  • Infrequent (less than 5%) manipulation and moving of computer and network equipment (with the help of others as necessary for safety or to accommodate disabilities), which may require the ability to push, pull, open, and lift computers and computer equipment weighing up to 50 lbs, and network servers and equipment weighing up to 200 lbs
  • After hours work may be required for upgrades to production systems to avoid system downtime during business hours
  • Must be able to be available for after-hours support via cell phone or pager 24x7 when on call
  • A valid driver's license and the ability to drive are required to allow for infrequent (less than 5%) travel to remote sites for support and installations as necessary
