Oversees interface between the business users and IT teams. Serves as primary point of contact for business area management and/or VPs (SPOC role). Direct supervisory responsibility for Business Systems Analysts at all levels. Supports enterprise projects for complex, multi-functional areas across the organization for enrollment, corresondence, billing, claims, medical management, provider systems, of various technology solutions that support managed healthcare for Medicare and Medicaid.

Essential Functions:
  • Provides daily direction, guidance and oversight to a staff of business systems analysts of all levels. Documents associate performance throughout the year, providing informal performance feedback as well as conducting mid-year and annual performance evaluations.
  • Directs activities of the team that serves as project business/systems solutions experts as it pertains to end-to-end business operations and functions. Performs business modeling to show scalability and impacts across the enterprise model to ensure all projects and dependencies are included in the work assignments.
  • Ensures the team properly documents all work plan requirements, using cases and process flows. Assesses business processes to identify improvement opportunities and solutions.
  • Coordinates regularly scheduled meetings with IT and Business Owners.Conducts meetings including preperatoion of agendas and and supporting meeting documents. Tracks, reports and drives resolution of business owner issues. Provides status and escalates issues as appropriate to IT Sr. Management and Business Partners.
  • Ensures adherence to the standards of all project related artifacts including, but not limited to, business and functional requirement specification documents, user interface guides, user case specifications and business and system process flows.
  • Evaluates capital project and small enhancement requests from business stakeholders and works with business systems analyst leads in the coordination with business users and technical staff. Identifies, gathers, analyzes and documents business system requirements.
  • Oversees JAR/JAD session to determine resolutions to complex problems.
  • Monitors and reports to IT, business, and customer management on the status and progress of project efforts, anticipating and identifying issues that could inhibit achieving the project goals and objectives, and implementing corrective actions and mitigation strategies.
  • Facilitates strategic requirement gathering sessions with stakeholders. Researches and understands customer and user requirements, strategies, and goals.
  • Assumes an oversight role in the development and evolution of quality guidelines and standards for business system analyst artifacts.
  • Provides approval of business requirements, use cases and business flows of the business system analysts and ensures availability of cross training of requirements review to ensure all documentation is prepared in a standardized format and supports the business needs.

Additional Responsibilities:Candidate Education:
  • Preferred A Bachelor's Degree in Information Systems
Candidate Experience:
  • Required 7 years of experience in an IT or Business Project environment with strong exposure to Business Systems.
  • Required 5 years of experience in project oversight and execution involving multiple major development projects
  • Required 5 years of experience in demonstrated leadership of a high performance analyst, test or development team.
  • Required 2 years of experience in understanding and managing team capacity against work requests

Technical Skills:
  • Preferred Intermediate Other Demonstrated experience in Agile and Waterfall software development methodology
