Mgr, PHS Proposal Development

Supports the Population Health Solutions (PHS) team by working in collaboration and partnership with the business development team through the management of written responses to request for proposals (RFP's), request for applications (RFA's), request for information (RFI) and other similar types of procurement requests for government-sponsored health plans.

Essential Functions:

  • Reviews RFP's, RFA's, RFI's, etc. for contractual and response requirements.
  • Collaborates with Population Health Solutions SME's to ensure response integrates our clinical program commitments for new, innovative clinical solutions and strategy into the development of narrative responses.
  • Reviews writers' draft responses to ensure responses convey clear and compliant messaging, and to ensure writers are applying population health strategies.
  • Provides red line reviews of individual draft responses to include proofing, editing, design/layout and identification of missing content/answers.
  • Participates in SME meetings/interviews as needed to validate response content, gather new or supplemental content, etc.
  • Participates in draft review meetings.
  • Ensures accuracy of material through research and review of RFP preparation materials. Escalates concerns to key stakeholders regarding content that may require additional review.
  • Creates, manages and distributes resources that help writers apply company style and writing standards to ensure consistency in copy and design (i.e., Style Guide).
  • Coordinates and facilitates writers' meetings for special projects and assignments.
  • Assists business development management with process development and implementation of best practices for the writing team.
  • Assists management with resource management (including writing assignments), distribution of work, recruiting, staff training, and performance input.
  • Maintains close alignment with director and executive level team as required by escalation for key issues, review of content and management of expectations throughout the process.
  • Leads response process through SME assignment (MD's, Model of Care owners, BH MD's) and SME review.
  • Performs other duties as assigned.

Candidate Education:

  • Required A Bachelor's Degree in English, journalism, communications or related field
Candidate Experience:
  • Required 5 years of experience in proposal writing, preferably with a health insurance, managed care or Medicaid company
  • Required 1 year of experience in leading or directly managing associates
  • Preferred 3 years of experience in health insurance or managed care industry
